 Description of the EVIDENCE COLLECTION KIT and items in the kit

 

            Evidence collection kit – consisting of HDPE Brief case container of size 46X30X14 cms, steel gray colour, with aluminum reinforced frame, with press type locking arrangement on either side, extra center, locking system, with two special stickers of logo of AP Police Academy and screen printed logo on the top printed as “Andhra Pradesh Police Evidence Collection Kit” , with built in twin  pad container and additional pad of 39 X 26 cms made of hard board with fabric pasted and rexine border with elastic strap with the following equipment inserted properly.

GUIDELINES FOR USE, OPERATION, UPKEEP AND MAINTENANCE OF VARIOUS ITEMS IN THE EVIDENCE COLLECTION KIT.

(1)               CAMERA: The camera is useful to record indoor or outdoor scenes of crime or any other event of interest such as dead bodies, vehicle, accident scenes etc.

The camera is a fixed focus type with built – in flash facility. It hold 35 mm. film, Black & White or colour. It is a view finder type camera which enables the user to see the object in focus before exposure. You have to simply aim and click, because it is fixed focus (also known as auto focus or infinite focus) camera with focal length 38 mm and lens power F4 (also known as 1:4). The camera covers a distance from 5 feet to 100 feet. Less than 5 feet the camera is not useful and hence cannot be used to photograph of finger prints etc.

DIRECTIONS

1.      Load the film and the cells. Turn the ASA setting knob by rotating to appropriate position.

2.      Open the lens cover by pushing the knob located beneath the lens.

3.      Aim at the object and click the exposure button on the right top position of the camera.

4.      After every exposure the film wound to the next position by rotating the knob automatically because of power supplied by battery cells on the top of the camera the exposure number can be seen.

5.      When there is not enough light and if you try to expose, the CDS indicator light located in between flash light indicator and view finder will glow up ‘red’. Then you have to switch the flash on and wait tillt he flash light indicator in the rear extreme left glows.

6.      When all the exposures are complete the film rewind knob located at the bottom right should be pressed inside and then lift the lever on the film cartridge holder and rotate the holder in the clockwise direction.

7.      Remove the film and get it developed. Make prints of required size.

 

(2)   CAMEL HAIR BRUSHES: Use to collect minute evidence such as dust, fine particles, any other dry powdery substances. The brush should be thoroughly cleaned after every use by repeatedly tapping the handle against any hard object.

(3)   CELLOPHANE TAPE: Use to collect trace materials such as gunshot residence from the suspected hands, hairs, long fibres etc. this can also be used for securing the broken or cracked items such as glass or other fragile articles. Close the adhesive side by folding.

(4)   CUTTING PLIERS: Use to cut the wires, open the bolts and nuts to facilitate removal of any object of evidentiary value. Clean after every use.

(5)   CONTAINERS: (HDPE plastic round bottles, plastic transparent rectangular boxes, plastic test tube, and polythene bags). Use to collect different materials as indicated in the guidelines. Do not reuse containers. Use appropriate containers for safe an secure packing an transmission.

(6)   FINGER PRINT FEATHER BRUSHES: Use to develop invisible finger prints. Use one brush for black powder and one brush for white powder. Before developing finger prints clean the brush by holding in between two hands and rotate vigorously. Take a small quantity of finger print powder on a piece of paper and dip the brush in powder. Apply gently over the suspected area.

(7)   FILTER PAPER CIRCLES: Use for collection of liquid blood or any other moist substances like saliva, urine etc.

(8)   FORCEPS: Use to lift small objects such as cigarette butts, glass fragments, anonymous letters, bullets, pellets, wards, hairs, fibres etc. Forceps with rubber tips should only be sued for collection of bullets, articles bearing tool marks etc. Clean after every use.

(9)   FLASH LIGHT: Use to search and examine the scene minutely for fingerprints and other latent and trace evidence.

(10)           GLOVES: Use to avoid contamination to the materials under processing. Specially required while developing finger prints       and during collection of any other materials requiring special handling.

(11)     KNIFE: Use to scrap / cut evidence materials where ever necessary. To operate hold the knife keeping the blade in upright position and press the knob to the left an push upwards, pull the blade after use in similar fashion. Clean after every use.

(12)           LIQUID DROPPER: Use to collect blood and any other liquid materials such as oils, adulterated or poisononous liquid etc. Thoroughly clean after every use using suitable medium.

(13)           MAGNIFYING GLASS: Use to search an examine traces or minute evidence like chance fingerprints, fibres, fine dust, stains, tool marks, suspected documents etc.

(14)           MAGNETIC COMPASS: Use to find direction for the purpose of sketching mapping of Crime scene and incriminating evidence materials. The needle always comes to a rest position showing north direction. Hence the dial should be rotated so that the mark N on the dial coincides with the needle.

(15)           MEASURING TAPES: Use steel tape (6 feet) for indoors and articles. Use fabric tape for sketching outdoors.

(16)           SCREW DRIVERS: Use to remove or detach any grooved screws or nuts of evidentiary value. Clean after every use.

(17)           SAW BLADE: Use to cut any metallic rods such as window bars or other metallic or wooden articles, clean after every use.

(18)           SLPATULA: Use to collect powders, fragments, paint chips, glass pieces, and any other small articles. Clean after every use.

(19)           SURGICAL PLASTER: Use to collect hair or any other fine materials such as particles, fragments etc.

(20)           TWEEZER: Use to collect minute evidence from narrow edifices, crevices, cracks or other unapproachable area. Unscrew the knob and insert a fine rigid metallic wire and collect the fine particulates such as dust, powders etc. Use it for collection of blood stains by wrapping moistened cotton around the tip. Clean the wire after every use.

(21)           FINGER PRINT ROLLER FINGER PRINT SLAB / PLATE AN THUMB IMPRESSION INK: Use to collect sample Finger Prints on Finger Print stips and white sheet of paper and also sample Foot Prints on white sheet of paper for comparison.

(22)           BAR MAGNET: Use for collecting small broken pieces of iron.   

(23)           PLASTIC NUMBER PLATES: Use to keep the numbers for showing the places of importance for investigation and the places of physical evidence at the scene in the crime scene photographs.

(24)           HANDY AUDIO CASSETTE RECORDER: Use to record information / statements of concerned persons during investigation.

GUIDELINES FOR POLICE OFFICERS FOR PHYSICAL EVIDENCE PROCESSING

NOTE: Please read the following general instructions carefully and thoroughly before you proceed to collect physical evidence.

1.                  Tweezers, forceps, spatula, camel’s hair brush etc. provided in the ‘Evidence Collection Kit’ (ECK) should be used to collect and transfer and small items into containers. It is advisable to use rubber gloves provided in the ECK to handle physical evidence.

2.                  Bulky and voluminous articles such as cots, mattresses, flooring stones, petrol drums, etc. should not be sent as such. Only the pertinent portion of the evidence should be collected and sent properly.

3.                  If the evidence to be collected is spread over a wide area and consists of several articles affected in the commission of offence, samples from different locations should be collected to represent the respective points. Example: Blood or pellets spread all over should be collected separately and labeled indicating the exact location from where they were collected.

4.                   The label should contain the name an initial of the I.O. date, time and place of collection of specimen, description of the specimen, name of the PS, district, crime number and section of law.

5.                  Label’s or tags should be used for identification of all items depending on convenience. If it is necessary to mark or inscirbe initials on the specimen itself, the I.O. should use a felt tipped pen, glass marking pencil, sharp needle or pin, as the case may be.

6.                  Labelling should be made not only on the individual items or containers containing specimens but also on each sealed package. It is advisable to weigh the evidence and indicate on the lable.

7.                  Pack individual items (other than glass bottles) in a suitable cardboard box. Pack glass bottles in a wooden box.

8.                  After packing the evidence, the package or envelope should be sealed with the personal of the I.O. The seal should be legible and intact. Knots and stitching if present, must be sealed.

9.                  The Letter of Advice should contain all relevant information such as when, where and how the evidence was found and collected or seized, and the manner of sealing. Affix a specimen seal on the Letter of Advice.

10.              Always obtain a signed receipt whenever evidence is transferred from place to place or person to person (chain of custody of evidence).

11.              All items should be sent preferably through a special messenger. In case of documents it is advisable that the I.O himself bring the documentary evidence and have a personal discussion with the expert.

12.              This list is neither exclusive nor exhaustive. Medical Officer should be provided with adequate information about the history and back ground of the dead person enabling them to preserve the right kind of organs and materials using suitable preservative.
